There are always two sides to every coin and the perspective of the livestock owners deserves to be heard and not just sensationalized news coverage.
I googled Dog Kills Cattle and found a lot of information on dogs who chase livestock for fun when away from their owners.

The most common predatory killers of livestock are domestic dogs.

Livestock owners know this and many will shoot your dog and you'll never even know what happened to it. But don't blame the owners of the livestock, they are merely protecting their beloved animals from a killer you chose to leave on the loose.

Not only do dogs tear up livestock and cause incredible pain and suffering to them, they can "stress" certain types to death just by "running" them.

A Message To Dog Owners from Livestock Owners

And...

It shall be the duty of any animal warden or other officer who may find a dog in the act of killing or injuring livestock or poultry to kill such dog forthwith whether such dog bears a tag or not. Any person finding a dog committing any of the depredations mentioned in this section shall have the right to kill such dog on sight as shall any owner of livestock or his agent finding a dog chasing livestock on land utilized by the livestock when the circumstances show that such chasing is harmful to the livestock.

And...

This is why 90% of dog owners find it difficult to accept that their pets have killed livestock. Dogs behave very differently when on their own, away from home with other dogs or when attacking livestock

Last one, as there are many more..

Livestock evaluators have described the aftermath of dog attacks as "excessive mutilation". In contrast, coyote attacks are quick.

Look everyone who is griping about this man getting away with not getting charges filed on him you are most adamantly right about this he should have charges filed on him and you can still pursue it because according to the state statute 21 chapter 67 under cruelty to animals and look under page 1685 it states as follows: Any person who shall willfully or maliciously overdrive, overlord, torture, destroy or kill,or cruelly beat or injure, maim or mutilate, any animal in subjugation or captivity, whether wild or tame, and whether belonging to himself or to another, or deprive any such animal of necessary food, drink or shelter, or who shall cause, procure or permit any such animal to be so overdriven, overloaded, torturer destroyed or killed, or cruelly beaten or injured. maimed or mutilated, or deprived of necessary food, drink or shelter,or who shall willfully set on foot, instigate or engage in, or any way further any act of cruelty to any animal, or any act tending to produce such cruelty, shall be guilty of a felony and shall be punished by imprisonment in the state penitentiary not exceeding five (5) years, or by imprisonment in the county jail not exceeding one (1) year, or by a fine not exceeding Five Thousand Dollars ($5,000.00).Any officer finding an animal so maltreated or abused shall cause the same to be taken care of,and the charges therefore shall be a lien upon such animal, to be collected thereon as upon a pledge or a lien. What this means That as of November 1, 2006 this law went in to effect and he should be punished to the max extent of the law and you can probably pursue this now and get it into court and get it refiled as to the owners of the animals and make him pay the cost of what it costed them to replace and all the vet and food bills can be added and they can be also taken to court and the luckinbill's can be civilly sued for the cost of what they had in the dogsw, including all vet bills, all the food they spent on them and any other monies that they have put into training the dogs as well as for the hours they spent training them. They can be civilly sued for all of that. You might want to check into this state statue and see if you can pursue it as a felony and refile it through another attorney and see where you get if not i would take it to civil court and sue the family civilly. Just a thought on this idea it might help getting some justification. If they win civilly then they can pursue it criminally after that by proving it civillly. Just another way about getting justification.
