Wow .... some terrific information and very valuable posts. Thanks to everyone who responded. It sounds like our focus should be in/around Laguna Niguel for schools and the other items we are looking for. It also sounds that public schools in Laguna Niguel are quite good and no need to spend the money on private. Is that true? If we did opt for private, are there some particular private schools we should be considering? Thanks again!

You could get a home with an ocean view in Laguna Beach for that price:

31781 5TH Ave, Laguna Beach, CA 92651 | MLS# L32492

Laguna Beach is more fascinating ( understatement) than Laguna Niguel.

You can get a nicer one with a view in 92629 and not have to trip over as many tourists all day long when you leave the house.

1.5m should get you a nice home in DP or any of the surrounding communities. Can't say for sure, as I haven't looked in a while, but word used to be the Laguna Beach was the property value leader. (But allegedly has a strong gay element, if that's a worry.)
