We're in an older apartment in Mission Viejo, and even though it's not "nice", it's comfortable for us, and we haven't even had a rent increase in the 4 years we've been here! Maybe cause we always pay our rent on time and we're pretty low maintainance I dunno.
But sounds like you might want to start looking around. Sounds like one of those Equity company apartments. Was in one of those about 6 years ago and the rent hikes were offensive! We left when they wanted 175 bucks more per month!

BTW, my oldest son had ADHD... I know how challanging it can be.
He's all grown up now and doing pretty darn good.
