You live in an apartment complex and have no idea who the owner of the car is but its alarm has been going off for a long time and making it impossible to sleep.

What's the proper recourse according to local law? Calling police non-emergency #?

Pull the fire alarm in the complex. That will get the owner's attention.

State vehicle law says the alarm can only last a minute or two. Call the police on a disturbing the peace complaint.

Apartment complex = no idea where the owner lives based on the car's parking location.

It can be towed if you call your local department (P.D. or Sheriff) I towed a few in my day.

Also make sure you film it and show it to the police. Gives them more evidence to issue a citation.

Tolerate it this time and the next day write a polite and diplomatic as possible note explaining the event and requesting that it not be repeated and place it on the windshield under the wiper blade. If that fails then take other steps, first contacting the manager of the complex.
