Seal Beach would certainly meet your requirements.

It has volleyball courts, a grassy park area and the second longest pier in California (after Oceanside).

Better make sure you get their early (like 5am) especially on a weekend where the weather is projected to be sunny.

Belmont Shore has a lot of courts set up along the Ocean Blvd beach bike path south of Belmont pier and Huntington Bch has a lot of them on sides of the pier.
