find a group or person with a common interest and try to hook up.

When I visit a new city, I contact the local rowing clubs and ask if I get some water time in. I've met some great people at other clubs across the country.

Good idea, but I don't row; any other ideas? Also how about before I even get to the city, so when I move I already know people even if I haven't met them in person yet?

Do you Run? Bike? Sail? Hike?
Animal Lover?
Wine Drinker?
Homebrewer?

Meetup groups are a popular way to connect. Usually something for everyone.

Back in the day, the punk rock music scene was more of a community, and a very vibrant way to connect (until the hipsters and poseurs ruined it).

I didn't know anyone when I moved out here. I just got involved with groups and made friends. The funniest thing is that my closest group of friends were all surfers - and I don't surf.

Make them think you are going to buy something from them.

Don't start threads implying you are interested in meeting attractive girls only.

...you want me to lie?

Being deceptive is not a way to make friends. I'm not going to pretend I'm going to buy something, just to make friends. That's dumb and you should only do that if there is no other way to make friends because of your awful social skills or some physical deformity.

And it's not like I don't want to be friends with average looking girls but who I want to date I need to be attracted to them. It's just how I am. On a nonsexual nature however it's completely different. Anyway that's off topic, you should have posted that on the appropriate thread. This thread is about finding ways to meet people before moving to another city.
