Carless people in OC include

Kids under 16
Some college students at UCI
Those so old they physically can't drive any more
Those so disabled they can't legally drive
Illegals who just showed up and haven't gotten a car yet

Everyone who possibly can have a car, does.

I see. How are the traffic police? Are they really bad like the DC metro area? Or are they bad like the College Campus "Parking" Police? Or are they good, or average?

In Santa Ana many families have shopping carts instead of cars. You see them parked in front of various homes or in the driveways, lawns, or sidewalks. Few people park their carts in the garage. There is a distinct pecking order amongst carts. The poor families have only the old fashioned steel wire type of cart. The better off families may have a newer plastic one from K-mart or Ralphs. The well off families will have a four seater from Target. Those are the really classy rides.

Shopping carts create a separate subculture. On weekends you may see families out front wishing and polishing their carts or lubing the wheel bearings. If people are not careful, a truck will come by and snap up any unattended carts - this often leads to confrontations. On very rare occasions, you may see a really fancy airbrushed cart or one with colored ribbons woven into the holes in the basket. In some neighborhoods shopping cart cruising, or even parades go on throughout the weekend.

It is possible to live without a car, thousands do it, but you must live in a city where all your needs are enarby and public transportation is available.

There are lots of people who choose to use transit. Not as many as you might find in New York City or Chicago, but they do exist.

A 30 day OCTA pass costs only $69 ($2.27 per day). It can cost over $600 per month to own and operate a modestly priced car (car payments, insurance, gas, maintenance).

Lots of people have more time than money. The hour or so commute can be used reading or watching videos.
