Does anyone know areas within 90 minutes of OC where rents would be $1,000 or below for a 2BR in a safe, preferably senior-friendly community? My parents can't afford to retire in OC so they need to rent their house and move to cheaper digs close enough to be by family in OC.

I suggested Borrego Springs but that's a bit extreme in terms of weather and services.

Is it OK if it is on the beach?

You've eliminated hot and unsafe so the answer is probably no. But I think if you loosened up your climate requirement then the answer might be yes, Riverside, San Bernardino, Victorville, Yucca Valley, Lucern Valley, for example.

Borrego Springs is hotter than any of those places, so they are definitely viable. Safe is critical. They want to be able to walk around and not worry about punks/gangs/meth heads, although in a 55+ community this can be easily attained even in the outside area is a bit sketchier than South Orange County, where they live now.

They can rent in Laguna Beach. Vista Aliso is low income senior housing on Wesley Drive and take section 8. Pretty safe and close to Aliso Creek Beach. Why go inland?
