Goes where the money is. Why should anyone be surprised? If you can get more money growing and shipping to a market 8000 miles away than you can to grow and ship it *8* miles away, then doesn't that make more business sense?

Yeah this isn't outrageous at all. They sell to make a profit not to give it away or in the worst case scenario, burn it.

The OP thread title is wrong, alfalfa grown for export is mainly from Imperial Valley, not Central Valley. The BBC article posted by OP is mostly about stirring up panic about China. The article has no statistics, just a picture of an alfalfa storage shed that says Product for China export. OMG! BTW, 75 percent of Imperial Valley alfalfa is not exported.

United Arab Emerates buys double or triple what China buys and there is no mention of them. No mention of Japan either. Alfalfa exports are 4 percent of total US alfalfa production.
