Yes, many cities or HOA's have rules, but that doesn't stop people from doing it though.

i think it's too much. i have a similar situation at my house. i usually park my car in my own driveway or in front of my own house. my across the street neighbors are constantly parking there cars in front of my house. they have a long driveway for a few cars, and plenty of room in front of their own house for about 3 or 4 cars. but yet, they always park in front of my house. grrrrr whenever i come home or see that they have their car there i murmur to myself "park in front of your own damn house". and get off my lawn! ha...jk about that last part.

I'm "strategically" placing trash and recycle containers outside my house early the day before trash day to subtly send a "you are not welcome to park here" message to my opportunistic neighbors across the street. Basically the placement of the containers makes it impossible to park without blocking someone's driveway unless they want to "pick up a fight" and move the containers. It seems to be working so far.

This drives me nuts. It used to be be once you hit 18 you were on your own or at college. Now these spoiled lazy brats stay at home well into their 20's. So now instead of 2 cars you have 4 or more. My next door neighbors do this and it causes problems with mail delivery. The two mail box post is directly in between our houses. If the box has a car parked in front of it the mail person may or may not deliver. I've been to the post office twice over this and was told I could not move my mail box unless everyone on the block did it. Yea right, like thats going to happen.
My wife and I park our 2 vehicles in the driveway where they belong.

Is there anything that can be done about neighbors leaving their garage doors open most of the time with junk in their garages in plain sight as if it's a garage sale day in day out?

Unfortunately not unless it is a city ordinance (highly unlikely) that does not permit it, or a very highly regulated HOA that must follow stringent CC&Rs. This is the case in my neighborhood with regard to keeping your door open and not running a business, but there is no requirement that one park inside and not use the garage space for another purpose.
