Irvine is still a safe city. A big part of what that phrase means is that Irvine as a whole is not an environment that would typically foster violent behavior.

This event sounded like a one-off event where an individual displayed poor judgement and acted on his or her bad impulses, so it could have happened in any city where he/she was attending school and arguing over cell phones. Assessing Irvine's general safety would be appropriate after an established pattern of violence occurs.

A City is safe until something happens to YOU. Irvine is known to be the 'safest' city and it doesn't take much to lose that title.

By that definition there is no such thing as a safe city anywhere.
