The (correct) rationale for the exemption is compliance with all sorts of health regs, FDA, etc, etc.
Many vendors at my farmer's market have plastic bags (with handles) available for people to put their produce in. The first week after the ban, a couple of vendors told me they would now have to charge 10 cents for each bag. Thereafter, I never heard a word about it. Shoppers continue to take as many bags as they want, free. I'm not sure what the loophole is, but they clearly have one.

Farmers markets vendors are not included in the SB270 version only brick and motar stores carrying a full line of grocery items, have a pharmacy, have alcohol licenses are included. Though some cities who passed ordinances prior to 2015 included everything that sells items even temporary sellers including convention and farmers market vendors. Makes no difference at all as vendors merely switched from handled to handleless roll style plastic bags. People still use the same amount of plastic bags as they did before. The whole thing is just a Green wash movement to get environmentalists to feel warm and fuzzy inside that they penalized those who refuse to bow down to their version of a "green" lifestyle.

According to Litter audits done in San Francisco and Toronto non retail plastic bags had always well exceeded retail/grocery bags in the litter stream. retail/grocery bags only accounted for 0.6% while total bags accounted for 3-4% in the past. A few years after the ban retail/grocery bags dropped to 0.4% but non retail/grocery bag this includes produce bags, meat bags, packaging bags of products, bin liners, trash bags, etc rose to 8% of total plastic related litter. Therefore those who say its not the fault of the law. I would say you believe its coincidential that these statistics as well as the every google street view images taken in jurisdictions that falls for this that shows sharply increased garbage blanketing roadsides just happens to repeat itself for no reason.

I know people keep mentioning that Costco provides no carryout bags however Costco packages their products with more paper and plastic than any store combined.
