I would not call them scum, but misguided and ill informed of how our system works. They are no doubt tenants. There is no right at Common Law to ensure that tenants have a "right" to live somewhere and to do so at any given "affordable" price. The main mechanism that governments employ to do this is rent control. However, all rent control does is exacerbate the shortage and then raise the price even more. Rent control also transfers value to tenants, away from landlords. In turn, this leads to the properties and areas deteriorating ala Havana and the emergence of a grey market.

I wonder if the owners of property in Santa Ana are excited about gentrification. Gee, I wonder.
