It's really not that hard to understand why this is happening.

Your friend is a young Mexican male, in a majority White neighborhood, case closed.

I personally know a Cop that works in the San Diego area, he's a young cop too. He tells me all the time that they racially profile people. Not to sound offensive, but this is normal protocol. They also profile by reading your body language, so if your leaning in your seat like a gangster(Gangsta lean), look stiff, or moving around a lot while sitting at a stop light, cops use this to there advantage and get very suspicious, another heads up from my cop buddy. So just look relaxed.

Cops DO need a probable cause to pull you over, but this is not case most of the time. Or Cops will just take advantage if they see even the slightest traffic violation just to pull you over. And yes, if they see a "Young" Hispanic or Black male, you are a target no matter what, this is confirmed by my Cop friend. It sounds wrong and unfair, but honestly Cops have prevented many crimes because they do profile.

It doesn't help when you have to deal with Jerk cops, because no matter what, you can't work with them.


Personally I have gone through the exact same problems your friend has had gone through.

I have been pulled over many times over the years, because they way I look, and the cars I drive. I got pulled over one time, because the po po thought I was a suspect and that my car was involved in a crime, Whatever!!!!!!!! so the cop tells me, the next thing I didn't expect, was for the cop to ask me for my social security number and phone number?????? What the hell do you need my SSN and phone # for? He says, "In case we need to contact you, or question you". First of all, my address is on my DL, and there is no need for me to give out my Social. He says that this is a way for them to do more "complete" background check.

Anyways after all the bull****, I refused to give him my SSN, because I just thought that was wrong and pretty suspicious on my part, even though he's a cop, you still can't trust all of them. So when I refused, he threaten to arrest me, so I felt tangled and helpless, and I just gave it to him.

I was so furious and upset about the whole thing, because I knew he pulled me over, just to pull me over to see what he could bust me for, he didn't find anything, so he makes up some false story about a crime. This was determined a fact, because the very next day, I went to my local police station to file a complaint towards the officer, and asked if there was ever a crime that took place that this cop spoke of, his supervisor couldn't give me a yes or no answer and that told me, that the cop was lying.

Anyways, I been through this crap over and over again, and now I don't even get angry anymore when I do get stopped because I know it's all part of the process. I think it's unfair, but you also need some common sense, when you ask yourself, "Why me"? Well look in the mirror, and then look at what kind of car you drive, and the location that your in. Of course you have a higher chance of getting pulled over if your a minority in a nicer whiter neighborhood then you would in other parts of town, a lot does have to do with a cop just being bored, (this happens a lot) wants to target specific people, a racist cop (you got those too), it's really common sense my man.

I live in East San Diego County, and we have a lot of Bro's and redneck types that all drive huge lifted trucks, but do you cops target them for breaking the height limit? Nope. Because they are white, and don't cause any problems.

he's wearing prescription glasses, not sunglasses. cop tail him for several minutes before pulling him over. a cop can probably enter in a 7 digit license plate number in 2 seconds and do this a hundred times a day probably.

i agree. its racial profiling, it happens.

he will probably keep getting pulled over like this as long as he's living in huntington beach, i just wish there was something that could be done.

i just had to vent.

Oh, ok, you said the police couldn't see his face because A) they are coming up from behind and B) he's wearing glasses, which now you say are prescription, which normally you can still see what a person looks like, but still, if the police officer is coming up from behind the vehicle, he has no clue that your friend is mexican so I highly doubt that racial profiling is going on unless he has a car or things on his car giving away the fact that he is a mex?

Re-read those last 4 words...right there is why they are not getting pulled over and ticketed. They are not causing problems.

when a cop runs a plate number, they see the name of the person its registered to.

its not his car, because he has been pulled over driving his fathers car (who has the same first name as him, and his sisters car, who obviously has a mexican name too)
and their cars are completely normal and unassuming.

so its either his appearance, or his name.

I absolutely agree. I don't care for Mexican-American or African-American or Chinese-American. I like just American of whatever descent. I'm going to start using that from now on.

umm... neither was my friend on the 10+ occasions he was pulled over.

The cop did the standard license/reg/insurance check, but he also took mine, and another passengers ID to run through the system. I ask the officer, "Why did you pull us over?". He shines his flashlight in my face and says, "Who are you??" and I reply, "I'm just asking". He says, "I'll tell you in a minute."

My friend is too intimidated by the police to question anything the police do. Rightfully so.

He makes my friend get out of the car. Pats him down, asks him a bunch of questions. He cant dig up any dirt on us, and leaves the scene. He never did answer my question or tell the driver why he pulled us over.

Can you imagine if he tried to pull over an older white guy in a new mercedes, interrogate him, pat him down, then let him go without telling him why he pulled him over? He wouldn't dare.

He's frustrated, but what can he do? Write governor terminator a letter? Complain to the department?

This is what you call harassment.

But there's nothing that can be done.

I appreciate the low crime rate in Huntington Beach. But this is ridiculous.
You may have too think about it real hard, But their is a reason fo that.
