i'm not a garbage burner but i'm not aware that permits are required. and i've never heard of "burn days" here. i don't see or smell any garbage burning in my immediate area, but there are residents that seem to burn garbage whenever they want, with the exception of summer months due to wildfire. it's probably a little more common outside of the towns but it still seems to happen just about anywhere. the garbage dump is still free here so some people don't have garbage service and just take everything to the dump.
Maybe permits aren't required up there, they are here, the law-abiders get em. We also pay at the dump, by weight. The two of us average $11 every 2 or 3 months. People are paying $25-30 for pickup every month. We don't have recyclng pickup other than yard waste.

Burning garbage has been illegal everywhere in the USA since Ronald Reagan amended the Clean Air Act in 1984. There are a lot of oblivious people who either haven't got the word or don't care.

we don't have the big recycling bins here. my neighbors put a few items in a little plastic tote that they give out on request. you have to do all sorts of things before you can put items in there though.

Woody yard debris is OK, but not leaves. No garbage or construction debris of any kind.
