Small cities with good health care in Oregon are limited to Salem, Corvallis, Eugene/Srpingfield and Medford. Eugene has the best health care facilities. None of them have the population density of Portland Metro, so places in small surrounding communities are fairly easy access. If you are in a hurry, avoid West Salem. Getting across the river can be a problem.

The numbers vary depending on your source, but, north-to-south, it is Roseburg 37" of rain a year, Grants Pass 31" and Medford 20". So Roseburg is in that 20-40" range, but at the top.

Silverton has its own hospital that has a decent reputation. It's still in the rainy zone west of the Cascades but is a nice smaller town and 20 min to Salem for specialty care. It would be my pick of places to live if you want a smaller community and aren't looking for jobs, just a nice place to live.

For drier climates your choice is Bend or looking north to town in Central or Eastern Washington like Wenatchee or perhaps the Tri-Cities. Both have good hospitals. There's always Spokane and vicinity such as Couer d'Alene Idaho.
