Yeah, you're always going to find more of that in the "big city". I'm sure there are both good and bad parts everywhere, in every town! Heck ... it's possible there is even some positive aspect of Gary, Indiana, lol!!

The question isn't so much one of good and bad by some objective measure, but one of finding a "good fit" for you, personally, based on the tradeoffs in the cultural landscape. Your environs needs to be energy-positive on balance. That's easiest to achieve in a community that "leans your way" by a preponderance of its residents. But if a community is large enough, you'll be able to find an affinity group of like-minded individuals and you'll learn to inhabit their niche of existence within a city, even if as a lifestyle minority. As long as passing glimpses of lowlifes is something that won't weigh too heavily on you, that should give you an energy-positive experience with the area's people. I would beware the deceptive allure of small-town seclusion where there are fewer people who reflect your values as well as those who reject them. That often just turns out to be energy neutral.

Gary is doing just fine. I lived in Portage for several years with family in Gary.

The real Meth and Heroin capital of Oregon is the Empire District and Bunker Hill at Coos Bay. With Charleston coming in 3rd. Coos County actually has more Meth Addicts than Portland.
