I've never been a waitperson, but I think you could support yourself up here. The cost of housing and auto registration is nothing like Southern Cal. Plus, we have no sales tax. I don't know what you're expecting to pay for a home, but figure a minimum of $200K, possibly more. It's conceivable to find something under $200K but the area won't be as good, nevertheless, it would be liveable--not like you'd see gang shootings or anything. Of course, I'm talking about Salem and Eugene here. I don't think it's possible to find anything under $200K in Portland.

I live in Salem and the homes in my area run $180-290. It's an older area of ranch style homes close to everything. Pretty much any of the outlying communities surrounding Salem and Eugene would also have nice, affordable areas. Up by Portland, the suburbs are going to be $300-700K.

I would actually need more info from you. Good luck.

Maybe its me but I suspect by "home" Shannan means a rental. Certainly in the short term. Again, its just me, and I don't live anywhere near Portland (yet), but my sense of things is that it would be the better bet for Shannan's situation than Eugene. Why? Likely more restaurants, better tips, more of a choice in the rental market. Portland has pricey suburbs to the west but it has cheaper suburbs to the east.
