Bend and central Oregon is pretty dry and very sunny. Klamath Falls is pretty sunny all year. But unfortunately, none of these dry / sunny parts of Oregon are warm in the winter. I live in Arizona, and the one thing I never expected is the additional allergies. Everyone here seems to have allergies, year round. It is super dry most of the time. so that can help with arthritis, but the allergies and temps hovering around 110 for months on end can drain a mans character. When the Dust storms come and the high winds from 80 to 100 MPH. it can be frightening. These things were never explained to me before I moved here. There are also flash floods, walls of water coming at you which can be undetectable. Just a warning

The only sunny and dry parts of Oregon are in eastern Oregon, so you'll have to look for something there.
