I would like to know, why does Oregon now have the blinking yellow lights for street lights? What are they for and what do you think of them?

They have always had them, they're nothing new. I remeber my hometown where some the lights would change to blinking yellow after a certain time of night.

Are we talking about (late night) blinking yellow traffic lights or the yellow colored streetlights?

Streetlights cycle on and off when the bulb needs changing.

There is also the blinking yellow left turn arrow. Is this what the OP is talking about?

If you are referring to the flashing yellow left turn arrow traffic light so driver doesn't have to waste gas waiting to make a left turn when no traffic or pedestrians are crossing the intersection, I'm seeing more than the usual amount of headlight glass at those intersections.
