I'm getting deployed and my wife is going to stay with her friend in Portland for six months to a year. Can she buy a car and register it there even though she won't be permenetly staying there? Would it help if she changes her residency to Oregon, gets a DL and switches her voting to there? We'll be moving to the Bay Area when i return will register her car there once the tags expire. I know a lot of people try and scam the system but she'll actually be living there for a period of time so that's where I'm a bit confused on the legality of the whole thing. I'd rather sell our cars in Hawaii before i leave instead of paying to ship them. However, if this will get us into trouble I'll go a different route.

I think - but am not entirely sure - that California requires you to have owned a car for some minimum period of time before they let you transfer it in from out of state without paying sales tax to California, and it might be more than 6 months. You'd probably actually need to check on the California forum for info.

I know we ran into some such problem when our son moved down to go to school, but that was 10 years ago.

You might try using this web state for the State of California and entering a couple scenarios and see what the fees are:

Also watch the emissions sticker on any car you buy, it has to be California compliant. For instance, if you buy an older car, it had better have every piece of emissions gear that ever came on that model still on it.

Yeah it will be a new car and it looks like I'd just have to pay standard registration of $387 if I have it over 12 months or more.

She will have to get an Oregon driver's license and registration if she lives in the state more than 30 days. She will need a birth certificate.

Yeah normally she doesn't have to do that because of the military spouse residency relief act but I'll have her do that in this case since she's voluntarily opting to reside in Oregon while I'm away.
