Last year, yes. This fall has been wetter. We are still about 3" below normal rainfall, but not in a drought. With normal rainfall for the rest of the winter, things will be fine.

We do need cold weather at higher elevations. A significant portion of our water supply in summer is snow melt.

We're still catching up to the rainfall shortage of 2013, but western Oregon (at least) is doing much better now.
I am a lot more optimistic about water supplies now than I was at the beginning of the year. That said, all the rain we are getting now isn't going to do a whole lot of good if we don't also get a decent snowpack at elevation. So far this winter, we aren't yet seeing that.....
