relocating to Oregon (Bend, Silverton: to buy, to live, to move)

First, what you need to know about us to make informed suggestions:

My wife and I currently live in Volcano, Hawaii, and are approaching retirement age. We want to relocate to Oregon. We want to avoid: scrub/dry areas; crime; snow and bitter cold; and hot summers. We want to buy undeveloped acreage suitable for building our modest house. We'd prefer to live on waterfront property as long as the flood potential is low to non-existent, however, wooded land is essential.

Let's begin there. I may tweak it depending on responses. Thanks so much for your consideration.

Based on this, I don't think Bend or any of the surrounding areas are what you are looking for. Maybe somewhere like Silverton or surrounds would be a fit apart from the waterfront. Maybe something in that area along the river.
