PM sent, yes 'Running Start' is available to qualified HS students in 4 forms in HI. PT through FT.

HI has a different payment / cost than WA.

WA state pays tuition, (out of the $12,000 per student / yr Public school allotment)
The public schools cry 'Foul', but we homeschooled, so they have never spent one dime of my $14,400 / yr property taxes on me or my kids) ( beyond RS tuition). Over 1/2 of my property taxes goes to state schools. That is a lot of dough over last 35 yrs.

Your driving confidence may vary. Be safe, there are a lot of inexperienced 'snow/ ice' drivers out there. My homeschooled kids commuted from Camas area to Mt Hood Meadows daily as instructors. I sent them to skid school.

Thus.... We were making 3 trips per day to Hood River during most of the winter for 4 yrs.

My friend from MN who did a Portland-Dalles commute for a year was freaked out by it. I can't imagine how someone from TX would experience it.

But agreed, it's not every day in the winter by any stretch. And if the OP has some flex on when/how often they'd actually come into the city (rather than daily commuting) it's not likely to be an insurmountable obstacle.
