Other then the cops there was really nothing moving at that time. Then about 5:30AM I drove up the highway to the view point. Which was already packed with people setting up to watch the eclipse. The traffic on the highway was not very heavy at that time. Everything was moving good. I drove back into town and that's when I saw the garbage truck making collections. Other than the garbage truck and a few other tourists like me driving around, and a lot of stray dogs, the streets were empty. After I figured out that all the forest roads out of town were blocked, I drove up to the view point on Pelton Dam Road about 7AM, and that is where I stayed to watch the eclipse.
That's what you get for being a scofflaw! That must of been quite a waker-upper to have the cops shining their lights at you at 3 AM. Warm Springs is a pretty small town, population close to around 2500 people. Albany seems gigantic in comparison. As near as I can tell, there might be only one or two garbage trucks to service the entire community. Like I mentioned, I have no idea why the trucks in Albany took the day off apart from possible public safety issues or just to give the workers a chance to see the eclipse. I'd guess some cities continued collecting garbage and others skipped it that day and bumped the collection up to the next collection day.

Looks like you had a pretty good view of the eclipse.

LOL, three cars left the parking lot after the cops came through. But they didn't tell me to leave, so I stayed, and they stayed too until about 5AM. They were doing something, but I don't really know what.

I only saw the one garbage truck, so that could be the only one the have. I suspect the garbage truck driver could have taken a break to watch the eclipse if he wanted to.

I did get a pretty good view, except for the smoke. After looking at some drone videos from the area on YouTube, it looks like I was right on the edge of the band of smoke from the fire. So it didn't affect me too much. I was pretty lucky.
