Basically, you are trying to get the state of Oregon to do something for you that the state can't do. If you want Oregon, you are going to have to make massive concessions on your weather requirements.

The weather in Hawaii is really good and real estate on The Big Island of Hawaii is pretty reasonable. North end of the island doesn't have volcano issues. West side of the island doesn't get much rain and doesn't have volcano issues. Take a look over there.

California's Central Coast (San Luis Obispo & vicinity) might also suit you weather-wise...
I'm sure it's not cheap either, but being far from the big CA metro areas, it might be affordable, in a relative sense.

2ner, I think you hit on it with Roseburg. GP gets quite hot in the summer.

How important is "less rain" vs. "more sunny days?" Because many of the cities you mention have similar rainfall amounts (with the exception of Medford and Ashland which have quite a bit less), but the number of sunny days in GP is going to be greater than anywhere in the Willamette Valley even though the amount of rainfall in GP still about 75% of what the WV cities get.

But all of the responses so far are correct in that you won't be able to get all four. And you only list weather factors, which I suspect you are just using that to cut your list down. But I'm sure it's no surprise to you that there are huge differences between Portland and Roseburg in other factors.

When it gets hot in Salem, it cools down at night to the 50s or low 60s. Also, the humidity usually goes down during the few hours that it's hotter. Probably about the same as most places on the list. Totally different from the east coast.

Rule of thumb: further south and further east you go, the most sun you'll see in Oregon.
