When there is no wind, you can kayak on Lake Billy Chinook and the Prineville Reservoir.
Likewise, there are a lot of nice shoreline properties along the Deschutes River in Sun River and it provides beautiful and easy kayaking opportunities from your back yard.

Lake Selmac in Josephine County is a great kayak lake. It is a no-wake fishing lake, winds are typically pretty calm, and the ambient temperature is higher than most Oregon lakes. The downside is it's a warmer water lake (compared to most) and algae growth is great. Real estate in the area is (relatively) affordable. the lake is county owned but yearly parking passes are $30. No charge to use the lake, only parking. At present time, there is a place for sale that is as "on the water" as possible, directly across the street. I live very close to it, and my nephew carries his kayak over there from here easily.
