If I had to guess, Lincoln City. It has the worst traffic anyway.

There aren't any beaches in Oregon that ever get crowded by FL or CA standards.

Though we don’t live there, when we do go down we have found Cannon Beach to be the busiest. Neither Oregon nor Washington beaches get the sunbathing crowds, due to the lower temperatures and cold water. Cannon gets the clouds photographing the natural beauty, probably the nicest and best sunsets on the west coast.

The beach at Three Creeks Lake outside of Sisters. On a nice weather day, it looks like a beach in Southern California, with no clear space to spread a beach towel.

Actually come to think of it, Broughton Beach Park along Marine Drive on the Columbia gets more crowded than any beach I can think of on the coast:

South Beach, at Newport, can get crowded in the summer. There is an huge state park rv park there and the beach is gorgeous, miles of sand, very easy access.

I have seen Rockaway Beach and the beach by Barview Jetty Campground in Garibaldi get super crowded on hot summer weekend days.

Oregon only has a population about 3million that is close enough for a easy commute to the Beach. A lot of beach for so few people.

Don't forget about tourists and summer vacations from inland.
