The City of Brookings has sole jurisdiction over planning within the legal limits of the city. The application goes to a Site Committee evaluation in the planning dept., then on to the planning commission, and then to the City Council, if necessary. Last year, Asante Health Systems was investigating the possibility of building a hospital in Brookings, but found no suitable site available. Retaining competent medical staff has historically been challenging in Brookings and was also a major concern for Asante. They are not pursuing the idea at present. The interest was just part of a feasibility study, which turned out less than encouraging. With hospitals within 30 minutes both north and south of Brookings, I wouldn't hold my breath for a local hospital in the near future...the economics of it just don't pencil out.

The county does have a pre-app process. The Cape ferrelo property does not reside in the city proper to my knowledge, it may be annexed when the development is completed, can you confirm this, you seem to be well versed.
