I've only passed through Corvallis, but have spent a little time in Albany. I also found the people to be very friendly and warm. And there are some lovely homes there ... there are plenty of modest and comfortable houses for under 200K.

Affordability-edge to Albany. Barely.
Housing-edge to Albany, by a wide margin.

Warmer air temps-they're only 15 miles apart. No discernible difference, really.
Crime-Both are good. Probably edge to Corvallis, but more 'studenty' crime (bike thefts, shoplifting, public drunkeness) in Corvallis, for obvious reasons. When crime happens in Albany, I have always perceived it to be a little more severe-house breakins, car thefts. All types happen in both places, though.

I have lived in both cities-albeit 20 years ago. So my information may be dated.

Edit: But if you trained a gun on me and told me to pick one or die, I'd honestly pick Albany.

Affordability: albany is cheaper than corvallis for the most part.

Housing around 200k: albany has alot of new cheap housing in subdivisions. corvallis slightly on the pricey side.

Schooling: corvallis has a very nice education system. albany isnt to bad but id say corvallis.

Warm temp: corvallis and albany are about 15 miles away so it dosent differ to much. i drive between the two everyday id say corvallis is colder due because it is at the foot of the coast range. average temp in summer 84 and winter is 55.

Crime: corvallis and albany both dont have alot of crime. corvallis has the Oregon state university with alot of kids and alot of partys so id say albany has a little less crime

While there's no perceivable difference in the 2 cities' climates it would make sense that Corvallis would be slightly warmer. Being on the down draft side of the Coast Range, and the fact that air heats up as it goes downhill, Corvallis should have fewer frosts. Whereas Albany, being on the valley floor, probably receives more frosty mornings. Summers are beautiful in both cities.

I had these same questions when I was making my choice, and I chose Corvallis two years ago. I could not tell you how happy I am with Corvallis over Albany.
Housing is cheaper in Albany overall, "but you get what you pay for" has a lot of meaning around here.
I know two grammar school aged children, and I am thrilled at their progression in such a short time.
As for the crime, which is pretty low overall in both areas, I see more petty things reported here in Corvallis, and more felonious crimes reported in Albany.

Although I am responding to a post from 3 years ago, I feel things are pretty stable all around.
