is Portland a good place to move to get into deep sea fishing

The coast would be a better place for deep sea fishing.

I don't know about Portland. Maybe there are some fishing people who can answer.

No. You're a long way from the ocean on a major fresh water river system in the Portland area.

The Northern Coastline of Oregon has some pretty rough shoreline ocean conditions, too, with a lot of little bays to launch from.

Southern Oregon coastline offers many more opportunities for good harbors to fish from.

There's not a lot of sailing activity in the Portland area, although there are a lot of powerboat oriented marinas. We sailed out of Rose City Yacht Club with a dry-sailed J-24 for a few years. It was OK, but the river current is so strong and the winds so light that we had many races where you had to play the inshore challenge (get out of current vs run aground risk). With the marks then set out in the river, sometimes we had to anchor to keep our ground because we couldn't make progress to an upwind mark against the current until the wind picked up again.
