I usually spend the night in Burns, OR on my business travel. I can tell you this is one of the most isolated towns in the Northwest, which in some ways make it strangely appealing. It is atleast two hours to Bend, atleast 3.5 to Boise, and 4.5 hours to Tri-Cities, WA. Portland is 6 hours minimum.

What is in town? Not much. A couple of decent motels, (mostly overpriced, because they can), and main drag through downtown that actually has a couple/three restaurant/bars. A grocery store, a Rite-Aid, and a McDonalds.

Very friendly people, folks wave at each other as they drive by, and just this morning a woman ahead of me "paid it forward" for my modest bakery purchase at Safeway. Wow.

Does small-town America exist in Eastern Oregon? Yep.
