I am attempting to get from The Orlando Sanford Airport to Winter Park.

I don't know about Seminole County (where Sanford Airport is located), but in Orange County all taxi companies are required to charge the same fare. Flat fairs are not allowed, the fair is per 1/4 mile driven or per certain amount of time stopped.

You didn't say where in Winter Park you want to go to, Mears' (Yellow Cab, which is the only cab service the airport lists as picking up there) web site estimates the fare to Winter Park city hall from SFB as $47 (the actual fare would depend on traffic since that would determine how much time you spend stopped waiting for lights, etc). There are lots of Limos, shuttles, etc on the airports transportation web site it link above.
