Your A/C should be all you need unless you're in an older building with a lot of trees around it.

My apartment has one installed, but I never use it.

The AC is fine. If I want it cool, I jack up the AC, if i want it a bit wamer, I turn my AC off for a bit.

In the summer tho, My ac will literally turn off for 10 minutes and then right back on again. I set the temp at 75 and the AC works hard to keep it at 75 lol. Poor thing

If you have central air, it'll do both. That's all I know! I don't know anyone who gets a separate dehumidifier.

You may have leaking windows and doors causing hot air to infiltrate.

Define older building? How old are we talking?

Serious question...

There are a lot of trees around our townhouse as well. Once the weather really heats up, my sister will set the thermostat on 66 and the a/c will be cranking non stop until late Oct-early Nov whenever we get our first cool down of the year

I'm talking the 40's-early 70's or so. Some of the older homes trap humidity and even the A/C won't be enough on the hottest days.

Setting the A/C to 66 in the summer? No offense, but no wonder you people are broke.
