The reason I'm asking this is because one of my neighbors wakes up early in the morning and feeds those stupid birds like a few lbs of bread and they wake me up early in the morning along with a dog barking at the birds she is feeding. Its really getting to me and my homeowners association said they can't do anything about it. If they can't do anything what can I do, I will not pay them if they can't help me. Any info would be appreciated.

I happen to work for an home owner's assoc mangment co. If you don't pay the assoc. dues they will put a lien on your property, including any attorney
and collection fees. The home owner's assoc can not enforce things that are not set forth in the association rules. Have you tried talking to the other home owner?

They have been notified by the HOA and its becoming a real nuisance. They didn't care what they said, they are new neighbors. I'm thinking of filing a civil complaint or something, its really pissing me off, she feeds these stupid birds all day too. So I hear these birds screaming and the dog barking all day.

contact code enforcement. im sure there are ordinances for nuisance and maybe disturbing the peace, atleast as far as barking dogs go....

I fell for you, honestly I do, I have a neighbor who wakes us all up with his air blower, its insane and it starts from early morning until late in the day, Im surprised he isnt completely deaf by now. I said something to him once when he came over to ask me to repair one of the boards on my fence that backed up to his property, he dropped a gum wrapper in my washing machine...a real nice guy....call the city, thats what I did, and they made him an outline of times/specifics, this guy is eating his words, its having to admit theyre wrong I think that makes them continue

Don`t they have electronic devices that will chase birds away like farmers use for keeping crows away from the Fields?

It isn't a good idea to skip the HOA's they will lien the property and have excessive fee charges. As to the way to deal wityh the annoayance. The dogs will need to be quiet prior to 8 am otherwise animal control can start the process of the compliant. It is a lesson in persiostance. Call each time the dogs bark. If there is a court hearing, go. Otherwise nothing will be done. by animal control. It may take more than a year to do anything. The net effect is they fine the owner of the dog into compliance. which can be very expensive for them.
They have devices that generate noise that is the opposite of the noise in an environment and cancels the sound out. That might be the better option. It's sad when you can't enjoy your own home because of situations around. Who would think the act of feeding birds would generate such discontent. Good luck.
