I heard its hard to find a job in Orlando. But what about Retail? Retail is usually always hiring.

Depends in what field. I had no issues finding a job in my field, and neither did my wife in hers.

Retail is ALWAYS hiring.

I've worked in Retail for nearly 20 years and would say yes it can be difficult (especially if you need full-time work), and depends upon what type of retail along with your experience level and salary history. More upscale specialty retail and chain stores are more difficult to gain access to here and much of it is based on who you know.
