This is one of my LEAST favorite parts of Orlando.. Zoning and traffic management in this area has historically been poorly managed and largely ignored by the county, I believe this is for two reasons:

1) This immediate area is an odd spot, essentially on the border of both counties (Orange and Osceola) and is home to virtually zero residents, the area is dominated by small tourism-related businesses that have very little political clout such as chain restaurants, budget hotels, gas stations, etc. This gives both counties very little incentive to invest in this area.

2) While this area falls in the "Lake Buena Vista/Disney" area, it is not anywhere near adjacent to Disney property and is remote in comparison with the gigantic Disney properties on the opposite side of I-4, areas that already have existing infrastructure and direct access to I-4... Disney which is the big player in this area could care less about the area in question, in fact, Disney would probably prefer that this area remain as it is and will continue to guide tourists away from this area by building massive overpasses that bypass this area and direct Disney tourists directly onto I-4..

Truly is the epicenter of hell.

They should just open a re-entrance onto i4 at the end of the Outlet Mall saving a LOT of grief.
Also, pro-tip... if coming from the West, drive past the road and U-Turn. Saves you from sitting at like 3 green arrow lefts before you can actually go.
