I moved to Orlando from the Jacksonville Beach area and the truth is, you may find a district that has BETTER schools, but regardless of where you live....due to over populated and underfunded high schools, you are going to have the kids who stay out of trouble mixed in with the kids who do nothing but get in trouble. It is a tough call for parents these days. Many of the community colleges now offer programs where a kid can get their high school diploma while earning college credits. You can always look at options if you find a high school that doesn't meet up to your personal criteria or your teenager is unhappy.

My youngest finally got so unhappy and bored with high school until he ended up going through the FREE Florida virtual school program. It isn't for all kids, but this has really worked for him. Welcome to Florida Virtual School: an online e-learning solution

Always remember that regardless of the gated community a child lives in....the schools are located outside of the gate and unfortunately....they can be less than what you are looking for.

I don't know anything about Celebration, but I think the rift between "haves" and "have nots" has more to do with Florida's zoning practices for public schools.

For example, you mention Seminole County as an alternative. We are in the public school system and the "friction" you describe could be equally spoken of students in the heart of Sanford vs. Heathrow. I don't think it's unique to any area, nor does it apply to all students.
