My best guess is that it is to keep people from posting signs on the pole. There is a big problem with that here. People will put signs up for garage sells etc. and it makes the area look bad. This is only a guess.

There used to be a problem down in the Miami area (I'm sure it happens/happened everywhere) where criminals would tear up light posts for the copper. I remember riding with a relative that lived down there when I was much younger and he mentioned that as we drove by some of the slummier places noticing how none of the street lights worked and he mentioned that to me...

I don't know if it's true or not....

Could be to keep squirrles from climbing on it. Squirrles have a funny way of chewing on things like wires and lead boots (on your roof). Since it's in a resort area, that'd be my guess.
