I would say the 60's, since even today The Beatles and such are still popular, and TV was everywhere, and teens were in basic ways similar to the teens today that were born in the 90's.
Id say any time after 1965 would seem modern in the basic sense, though of course still quite old school.
It depends on what you call "modern". If it means living in a house with electricity, plumbing and a car out back I'd say the 1920's.
Otherwise the world has changed a lot in even 15 years. 15 years ago, my top of the line computer was 800MB, a big screen TV was 32" and cost you 5K, satellite anything required a NASA sized antenna in your backyard, you could go through airport security without getting naked or even have a boarding pass, internet was a curiosity and you only got reception on your brick cellphone in big cities.
1965 wasn't modern. You had to wait to watch the program you wanted at a set time. If you missed it, no reruns, sorry. No going on the web and catching a free webcast. No DVR to record the program so you could catch it later.
How many people missed the Beatles broadcast in the 60's because they had to work? That wouldn't happen today.
Video killed the radio star, and now the internet has killed the video star.
I remember a trip I took to the East Coast in 1972. I was 26 and a country boy. I was wandering from NYC to Philly just looking at things. In Philly I went in to one of their libraries. In a special section they had a video machine that you could watch movies on. This was in 1972 a few years before the VCR was even available in the United States. When I told friends back in Nebraska about it they thought I was crazy.
I'm still alive, so I guess that means that I'm a 2010/2011 person. It all depends upon your frame of reference. The flush toilet and the telephone are modern. I'm so glad that I don't have to contend with dos any more.
