When I first read about it, it seemed like a really good idea. Now I wonder if it's not going to cause too many problems, instead. For example, now that this law exists the retail places will simply lock up the bathroom and say there is none for customers, making the problem much, much worse.

Retail places in most, if not all States, are required by law to have restrooms available to the public. And the older ones they are to be retrofitted for handicapped people now too.
