No, you'd feel the difference. -20 fully bundled up with no wind (especially if it's sunny) can actually be somewhat tolerable, for short periods, anyway. Add a 15 MPH wind though and the cold literally goes right through you no matter how warm you dress (or so it seems, anyway!) The thing about wind is you lose any heat your body tries to make and you can never quite "catch up" and feel warm, if that makes sense.
Jgussler is right though that wind doesn't really have an affect on vehicles and stuff like that, only things that actually make heat. Once an engine cools down, wind won't make it any colder. So if your car starts at 0 degrees but not -10, your car will still start if it's 0 with a -20 windchill. But as a human, it's more bearable to be out in -10 with no wind than 0 with a -20 windchill.

Oh, another interesting tidbit:
When we set the MN state record of -60 back in '96, there was very little wind. Surprisingly enough, wind actually makes the AIR temperature warmer in those extreme conditions. Only when the wind calmed down and the air was allowed to settle (thus allowing all those molecules to slow WAAAY down) did the little town of Tower make weather history.

I worked in 19F yesterday while it dropped four inches of snow for almost seven hours only taking an hour for a lunch of hot soup with chicken and lentils (yum). I was so active that I breathed through my mouth most of the time and by the time I quit and went home into the house around 5pm (I'd been dragging limbs on a neighbor's property and maintaining bonfires), I had a raspy throat. A friend of mine having marital problems had asked me to call her, so I did and she said I sounded terrible. I had had bad lung damage in May of 06 from Pneumonia, so I'm careful to not be stupid in extreme cold. Yesterday I went a bit overboard, though I wore flannel pajamas under my jeans and sweatshirt for extra warmth, so my butt didn't freeze this time. I went to bed at midnight and then slept until almost 11am after having woken up to pee and feed the animals. I just thought...make sure your body gets all the sleep it wants to prevent any possible issues. Today my throat is fine and I think I sound normal, though I went to drop a bill in the mail box and after trudging through the new snow with it being windy out there, I nearly ran back two acres to the house! I have no intention of leaving the house again today!

Hey Midnite Breeze, how you holding up? Down south of you it is pretty cold, although I went into town today, left my car running while I went into two different stores, I had a back up key so I could look the car doors. It wasn't to bad for the short time running into the stores and then back out and into my nice warm car.
I would like it to warm up on my birthday it would be next Sunday, but if it doesn't I at least want a beautiful sunny day. I love the sunny days, makes me feel more happy and alive. Keep warm, here in Minnesota it is hard to do, but if I can just get past this winter, then I can move to a warmer climate this summer, but I will come back to visit in the spring or early summer before it gets to hot. Take care up north, and everyone else keep warm, all of us people from Minnesota will trade ya temps lol.

I spent my first 8 years in Michigan then the places just kept getting warmer (including Florida... which is miserable heat). I never adjusted to heat and always prefered the cold. If it is around the freezing mark all I really need is a long sleeve shirt. Anywhere around 10 and I bring out a jacket. I have a high, high tolerance. Don't have it for the heat and that includes indoor heat.

I hate the cold. If it is above freezing (32 degrees) I can deal with it, but I am miserable if it's any colder.
I hated living in northeastern Pennsylvania for this very reason - winter seemed to start in mid-October and last until mid-April, with temperatures frequently below freezing + a lot of snow. I couldn't believe the difference when I moved just 2 hours south. Sure, it still gets cold in winter, but the season is a good month or two shorter, there is less snow, and it's on average 5 - 10 degrees warmer here than it is in NE PA.

We're doing fine up here...I haven't left the house since yesterday afternoon (had to go stock up on super bowl goodies). Well, I did step out a few times to take the dog out, but that was about it. It is cold, but the sun sure was nice.
I'm actually kind of hoping it stays really cold tomorrow morning...I work at a school so am keeping my fingers crossed for a day off  . Has to be pretty darn cold to cancel school around here though (like -30) but we're supposed to get close tonight.
Well, with that, I suppose I should get to bed. Stay warm, everyone!

Yeah it would be nice to sleep in when it is this cold, I could use an extra day off from running my child to school, I am sure she wouldn't mind either. I am so proud of her, she is on the B honor roll, and is 6 days from making the hundred day mark with out missing any school this year, down here they get an award for that.
Glad your keeping warm, I went out today, short term and I had the car warmed up first, and never shut it off until I got back home.
How did you like the Super bowl game? Keep the sun coming down this way, by the way, I seen on the Iowa channel that some schools were running two hours late, you know that wouldn't be to bad either.
Keep warm up north, get the cuddle duds on, I always have mine on when the winter months hit, and it really helps, well worth the price. You can pm me and let me know what you do at the school, I used to work at the elementary school down here, so just wondering. Well keep warm hopefully we get through winter soon. Take care.

Well, my wish came true...got the call at about 5 this morning. Was originally going to be a 2 hour delay, but they decided later to just close for the day. Not all the districts are closed around here...but I'm not complaining
Glad to hear your daughter is doing well. I hope you find good schools when you move to a warmer place.
I thought the Super Bowl was refershingly classy this year. I was kind of pulling for the Bears, but it was nice to see Tony Dungy win it too...he really seems like a nice guy.
Oh, I'm the guidance counselor at my school. I work with both the middle and high school aged kids. I'm sure there were a lot of happy kids this morning, lol. It was still -27 out at 8:00 this morning...nice that those kids weren't out waiting for buses and stuff.
So where are you located, down by Iowa? If you dont want to disclose your exact location, you can PM me if you want. Well, once we get through Feb., it should start warming up a little. You'll make it

We got the shaft, they never called off our school, not even a two hour delay, so the poor kids had to freeze at their bus stops down here in Albert Lea, of course my daughter gets a ride in a nice warm car everyday,so she is lucky. Little Tinkerbell is trying to help with typing, my little Yorkie the little shister (sp)?
No breaks down this way, this morning here it was -13 when I came back from dropping my child off for school, it is -11 now, what a heat wave. I am glad to see that you got the day off, it is always nice.
I know your job can sometimes be a pain, but at the same time be rewarding, I for one am glad that we have guidance counselors in the school, because now days kids have so much more pressure out there. So a big thanks to people like you that help our young people get through their stressful times. Keep warm up your way, and I will do the same down this way. Talk to you soon.
