Look at response #19. A related peeve is that people read a post and then choose to rant about it, making inaccurate assumptions and giving advice (when none was needed or asked for) that suggests breaking the law. Of all the responses on that thread, only one person was qualified to (and did) answer the question.

I totally agree with you. Those who have dogs and chain them to a tree or a pole. Their chains get tangled and they cant move. The water and food is empty. No way to reach any shelter from the sun or the rain. It irks me to no end and I used to see a lot of that when working out in the field, on the rez. Dogs tied up, in the blazing heat of summer, water and food dishes both empty, theyre panting like crazy, and cant even go anywhere for shade. The sad thing is, animal control is out of jurisdiction on the rez. so they cant come out and confiscate those poor dogs. I saw so many bone skinny, sick, limping, terribly skin-damaged dogs and my heart fell apart every time. I could give them cold water from the truck and temporarily untangle them, but by the end of the day theyd be right back where they were before. Sad.
