I guess if you are young and want the wild nightlife Montreal has to offer then i guess Ottawa might be a bit of a disappointment but if you just want to live your life settle down raise a family go to work everyday i dont see anything wrong with Ottawa, it has everything Montreal has only not so much of it, Shopping,restaurants, malls,bars etc abound in Ottawa..
I think Ottawa has always been boring. But it's less so than in the past. There are some nice clubs, live music, good restaurants, if you know where to look. Also lots of festivals in the summer. Great access to outdoors, wonderful parks.
Ottawa is only boring if you are comparing it to something less boring like Montreal or Toronto, try a night out in Arnprior,Gananoque or Valleyfield and you might not think Ottawa is so bad..

I think you missed the point i was trying to make with the suggestion of Arnprior compared to ottawa for things to do. http://www.arnprior.ca/tourism.htm
I'd take the 40 minute drive to Ottawa if i was stuck in Arnprior for any length of time..
