My son frequently packs lunch during wrestling season when he has to watch his weight. He tries to avoid carbs from bread, rice and pasta at that time (he does eat veggies and fruit though).
He brings a portion of leftovers from dinner with a salad. He also likes baby carrots with dip. He sometimes takes a container of tuna salad, chicken salad or egg salad to eat with his salad and fruit.
Any fruit is portable and you can vary the fruit based on what's in season.
You can get a thermos and send soup, pasta with sauce, mac and cheese, ravioli, rice, or other hot dish. They sell wide mouthed thermoses at Wal Mart, Target, etc.
I saw you mention muffins, but not sweet. You can make Thanksgiving muffin! Make stuffing as you normally would, mix in cooked turkey, or chicken, or even ham, corn, peas, or FINELY chopped spinach, cool in the fridge. Once it's cooled mix in an egg and bake in muffin tins at 350 until golden
She doesn't eat sandwiches because she doesn't like sandwich meat or peanut butter.
You don't have to make sandwiches with deli meats (I assume that is what you mean by sandwich meat). You can use cheese, tomatoes, egg salad, tuna, hummus, or leftover chicken. Will she eat any veggies at all? A lot of people like cucumber or avocado, which both work with sandwiches. Have you tired other types of "butter" (almond butter, for example)?
I frequently work in a place with no access to a refrigerator or microwave, and that has taught me that most leftovers can be eaten cold!

bagel with cream cheese and friut
homemade muffins
homemade granola
leftover pizza
fruit/veggies and dip
Chicken quesadilla
english muffin with peanut butter
freeze a homemade smoothie and by lunch time it should still be a little slushy
make your own lunchables
graham cracker sandwich with cream cheese and peanut butter
soup and crackers
raviolli
I have a big list of lunch ideas somewhere???? If I can find it I will post it for you.
If she is little and in K it won't take much to fill her up. A piece of fruit, a veggie and a little something else can go a long way.
Some schools do not allow peanuts due to children with sever allergies. OP please check with the school.

She already stated her daughter doesn't like peanut butter, but yes, that's a good point. The elementary schools in our district don't allow peanuts anymore, due to a child coming close to dying this year.
I wrote the post before I read that she doesn't like peanut butter.
My ideas would be:
Crackers and cheese
jelly sandwich
tuna sandwich
cheese strings
yogurt
hard boiled eggs/deviled eggs (not if there are egg allergies in the class)
carrots/veggies and dip
