I'm only 40, and when I was a tween noone I knew shaved or waxed their legs or underarms- let alone their bikini line- and it was not a big deal. And we all survived and grew to be sane and happy, thank you.
I'm 42 and everyone I knew was shaving by the time they were 12... and every girl wore frosty pink eyeshadow and sparkly lipstick as well. I really don't see how shaving turns a child into an adult- if a child needs a haircut they will get one, just like if the clean, smooth shave feel is desired, a child will shave.

(That's not to say all girls NEED to shave... not at all. But if I child feels uncomfortable with having shaggy hair on her legs or underarms, I wouldn't force her to keep it and not allow her to shave. That would be rather cruel.)

Shaving your swimsuit line is modesty. Brazilian waxing is porn inspired, sexual inticement or "enhancement" and it is done specifically to interest a sexual partner. Who in their right mind just needs a Brazilian wax for themselves? Especially as a child?

Okay- well you said "grooming down there", so I assumed you meant any grooming of the "down there" region.

Perhaps they want to prevent ingrown hairs that are often caused by shaving.

In the 60s and early 70s it was perfectly acceptable to walk around with unshaved armpits and legs (at least based on what I've heard from older, hippie relatives). Today, at least in the U.S., most women shave.

Age has nothing to do with it. If an 12 year old has hairy armpits she'll want to shave to avoid body odor and to fit in with her peers. Middle school is tough enough without being flagged as the "girl with the hairy armpits."

Also, I don't think any of the posters have suggested a Brazilian wax is appropriate for young girls ---just basic upkeep to keep pubic hair undercover.

Hairy armpits do not cause odor. Bacteria does. The hair is meant to be a natural anti-friction quality between the upper arm and the thorax.It naturally wicks sweat or other moisture away from the skin, aiding in keeping well-ventilated skin dry enough to prevent colonization by odor-producing bacteria.

That said I do shave==when in Rome and all that.

Let's just clarify that there is a difference between a bikini wax and a Brazilian wax.

And secondly, I started shaving my bikini line at 12.
There was a need to, I didn't want hair sticking out, I had to change in gym class, I didn't wear short style bathing suit bottoms, I also didn't like it, I thought it was gross, there was no outside influence in my decision, I never talked to my mom about it, it wasn't discussed amongst my friends, I wasn't really exposed to this topic at that age. Just naturally I was like mkay this isn't working for me.

I didn't ask permission or even bring it up with my mom when I started to.
I had already been shaving legs/under arms since I was 9/10.
Not everything has a sexual motive. Some people just hate hair. Like I do.

I have a pair of 11 year old girls sleeping over in my living room right now. I asked them about this earlier out of curiosity (separately to keep them from reading signals from each other). Just the thought of having someone waxing them was enough to make them embarrassed. When I mentioned waxing their bikini line, they both looked completely mortified. One of the girls said "I would rather run around my school naked for an entire day".

My dd is still young enough that it isn't an immediate concern, but when she is ready I will hand her a razor and let her do whatever she is comfortable with. If it is only armpits at first, fine. If it is armpits, legs and bikini line, fine. I feel like she should be comfortable in her own body. I will not be taking her to get waxed. When she is old enough to make her own money to pay to get waxed, she is old enough to get waxed.

I don't understand the women who take their young kids for manicures on a regular basis (I know a 9 year old with acrylics), but if they want to waste their money on it (and understand the issues that can come with acrylics), fine. Doesn't hurt me at all. We have fun at home with nail polish and create crazy designs on our nails. There was even one time for DD's 4th birthday when she was really into being SUPER girly that my mom bought DD a "girl's day out" package. She took all 3 of us (my mom, me, and dd) out for lunch, to get manicures, and to do a bit of shopping. It was really fun and dd got to be treated "like a grown-up" for a day. I just don't see doing it on a regular basis.

ETA: I actually know one 32 year old woman who has never had to shave a day in her life. She has never grown hair that needed to be shaved. Her legs are completely hairless. All I can say to that is "Lucky!!"
