What punishment would you give your child for this? (parents, school, friends)

Well, since she wasted since the time and resources of the police - somthing that "wastes" her time. A couple of weekends helping others in her community?
It would depend. If she is an otherwise good kid who did something dumb, she may have had the bejeebies scared out of her at the police station. Arrested, handcuffed, put in the back of a squad car, processed and questioned among real criminals ... regular kids are scared of that stuff. So there may not be much to do. The cops said she tied up their resources, but for how long? I might ask them if there's something she could do, like wash all the squad cars or something.

I can't believe a kid would do something so stupid. Is it TV's fault, social media? Just common sense even at age 15 should prevail.
You never made crank telephone calls when you were younger? My friends and I did.
Though we stopped when one of my brother's friends called my mother and claimed to be from the X hospital saying they had my brother in the ER after he fell over the bridge and landed on the train tracks on his way to school. I think her life passed before her eyes for 10 seconds until she heard the laughter in the background and figured out what was going on.
They ALL got grounded and I was included in the marathon lecture from multiple parents which ensued. (Which was enough to swear me off that particular bit of "fun" forever.)
I don't think I would do anything to severe. Take away the phone for a period of time. A kid that isn't in a whole lot of trouble will be sufficiently scared when they are called into the police station for questioning. I think the lesson will have been learned between having the phone taken away and being questioned by the police.
If it is a kid that has been in trouble before I might react differently.
Thankfully caller ID has improved this particular problem. As someone who used to answer a pediatric poison line it was a gigantic waste of time and resources when over 90% of the calls were prank calls. 911 used to be the same.
Prank calls are all well and good, prank calling emergency services is a bit more serious to me. If the police interaction didn't scare the poo out of her, I'd make sure she fully understands that distracting emergency services with nonsense like this takes away from people needing legitimate help.
Make her stand outside with sign while i let the school paddle her
