This is a 7 year old, not a 3 year old.

I admit, I think it is odd for the child to take a bus to a friend's house without the friend being on the bus too. However, I think that it would be ok if both kids were on the bus and if the parents sent a note in about it.

This is a child who walks to school by herself normally, so she is already too unprotected according to some people here.

The bus driver, however, is clearly wrong given that the protocol to be followed would have been to return the child to school. Certainly, you don't let a child off your bus at a non-bus stop even if she is not authorized to be on it.

Agreed on both points. Buses in our district will not take other children, even with a note; they don't want the liability. And children can only be dropped off at school or their regular bus stop. High school students can get on or off the bus at other stops, but elementary schoolkids? No way. That was incredibly poor judgment on the driver's part.
