Well as normal our parents lied to us through their teeth about our skill, and as result my one brother and i have zero talent at art, and my other brother and 2 sisters have quite a bit .
If it isn't a stand out piece, I say "that's nice" or "that's good" or something similar. If it is a stand-out piece I will say something more specific that I like about it, like about the colors he chose, or the perspective. I often tell him he's very creative because he is, and I like that about him.
This may not be what people want to hear but when my daughter did good art we framed it. We have several pieces she's done, starting at a very young age, and now she has a degree in computer graphics and is making a living as a digital artist. Go figure. We aren't ones for empty praise, and she wasn't a great student (dyslexic and uninterested) but we/she played to her strengths
If I really like it a lot I might say, "wow, that is a really cool picture" and then ask a few questions about it. Or I might just say, "wow, look at that! A pink cat." "What's her name?" or something along those lines.

I used to ask my kids to tell me about their picture. I got some interesting answers with that one. When my oldest was in preschool he showed me a picture that just looked like a bunch of lines on a paper. When I asked him to tell me about his picture he showed me that it was a map of the upstairs of our house.
I usually say, "Good job buddy!" and if it's exceptionally good I'll say, "Wow, look at how well you drew this! I'm impressed!"
