It's NOT working, if it hasn't worked in 17 years. No way should an almost adult child need a spanking, and if they do, you should have tried another method a long, long time ago.
In that case, applying the same logic would discredit the other method.
Why, if that's what works best in a particular home?
I agree with the other post, spanking a 17 year old child is absolutely ridiculous, if spanking didn't work for the past 17 years, why would you continue?

I have known it to happen, first of all, and second of all the notion that if something is continued, it didn't work is preposterous. "I ate yesterday; I'm hungry again today so obviously eating doesn't work. Guess I'll try gnawing on some rawhide."

What Anna said. But then again there are families where Dad spanks Mom for not listening, so I know there are other views out there. Personally, I can't visualize a realistic scenario where a 17-year-old should be spanked--and I have an almost 15-year-old who sometimes acts like a 2-year-old.
...can be refuted simply by substituting any other punishment for spanking in her sentence. The reasoning is just as valid for all of them.
Which is why punishment systems are so f'ing stupid.
